Brian Stead travels to an Arab state to negotiate the renewal of Mogul's concessions just as a coup brings a new ruler, Colonel Al Faraj, to power. The colonel will renew only if Mogul first uses its rigs to search for water, and Peter Thornton is sent to run the project alongside Doctor Kharma, the government's expert on water, while political pressures build on every side.
